  1. статье рассматривается вопрос о возможности использова- ния в современных условиях выборных должностей от общества для обеспече- ния полицейских функций. Автор обращает читателей к опыту Российской империи XVII—XIX вв., когда на территории Урала при организации новых заводов центральная власть из- за недостатка государственных кадров для обеспечения порядка использовала опыт Русской общины. С момента образования общины жили своим миром, где представители управления избирались от народа поселка. Этим обеспе- чивалась ответственность общины перед государственной властью. Старо- сты, писари сотские и десятские на протяжении веков обеспечивали правопо- рядок на территории волости. Во второй половине XIX в. в связи усилением позиций центральной власти на окраинах выборные представители стали заменятся представителями на профессиональной основе.


  2. The paper focuses on the possibility of using, in modern conditions, representatives elected by the community to provide police functions. The author draws attention to the experience of the Russian Empire of the 17th-19th centuries, when the Central Government used the experience of the Russian community to ensure order in the territory of the Urals when organizing new plants because of the lack of state personnel. Since their foundation, communities lived in their own world, where representatives of the administration were elected from the number of inhabitants of the village. This ensured the community’s responsibility to the government. For centuries wardens, clerks, elected village constables and village policemen have been maintaining law and order on the territory of volosts. In the second half of the 19th century, due to the strengthening of the Central Government in remoter areas, the elected representatives were replaced by professional representatives.
