   Рассматриваются изменения способов предоставления обществу прав на участие в законотворческом процессе, представлен новый взгляд на вызовы пандемии в 2020 г., которые оказали влияние на жизнь общества и способ мобилизации через интернет-технологии. В этой связи приводятся различные доводы по переходу к новой форме участия в законотворческом процессе; указывается ряд вопросов, препятствующих развитию мобилизации мнения населения. Предложены пути поиска оптимальных правил его осуществления.

   The paper examines changes in ways of providing the society with the rights to participate in the law-making process, presents a new perspective concerning the challenges associated with the pandemic in 2020 that have had an impact on the life of the society and the way to mobilize through Internet technologies. In this regard, various arguments are given for the transition to a new form of participation in the law-making process; a number of issues that hinder the development of mobilization of public opinion are highlighted. The author proposes the ways of finding optimal rules for its implementation.
