   В статье рассматривается вопрос территориальной целостности государства. Территория характеризуется прежде всего тем, что именно на эту географическую единицу, границы которой определяются по особым правилам, в том числе и международного права, распространяется суверенитет данного конкретного государства. В сфере обеспечения основ конституционного строя российского государства сложилась определенная тенденция к восприятию территориальной целостности в качестве неприкосновенной ценности, обеспечение которой сместило баланс приоритетов государственной политики. Автор находит, что отмеченная тенденция создает угрозу существования политического плюрализма в нашей стране и становится почвой для необоснованного ограничения прав и свобод граждан, гарантированных Конституцией РФ.

   The article is devoted to the issue of territorial integrity of the State. The territory is characterized primarily by the fact that it is this geographical unit the boundaries of which are defined by special rules, including rules of international law, and that is subject to sovereignty of that particular State. In the field of ensuring the foundations of the constitutional system of the Russian state, there has been a certain tendency towards the perception of territorial integrity as an inviolable value, ensuring which has shifted the balance of public policy priorities. The author finds that this trend poses a threat to the existence of political pluralism in our country and becomes the ground for unreasonable restriction and limitation of the rights and freedoms of citizens guaranteed by the Constitution of the Russian Federation.
